Dubuque County Arrest Feed Sources
Dubuque County has no single sheriff-only booking page. The county and the City of Dubuque point the public to one shared tool, the Police-to-Citizen portal known as P2C. Its partners include Dubuque Police, the Dubuque County Sheriff's Office, Dubuque Fire, and Dubuque 911 Emergency Communications. That shared setup is convenient, but agency attribution matters. A city police event and a sheriff booking can sit in related modules without being the same kind of record.
Keep three views straight. Daily Bulletin covers a date you pick, while Recent Arrests shows a rolling set of arrest cards. Jail Inmates is a current-status roster search. Data is not real time, and entries can lag until a call closes or an internal restriction lifts. Medical, juvenile, and other sensitive details may be withheld. A missing entry does not mean no arrest happened.
| Official view | Window | What it can show | Key limit |
|---|---|---|---|
| Daily Bulletin | One selected date | Case number, description, officer, charge detail, image when available | Some events post after the day they occurred |
| Recent Arrests | Rolling, undefined span | Name, descriptors, offense or citation, image when available | Visible cards may omit booking date and time |
| Jail Inmates | Current-status oriented | Searchable roster results | Not a complete booking archive |
The Daily Arrest Report walks through the selected-day route. The Weekly Arrest Log explains the multi-day blotter, though neither label guarantees an official window.
See Recent Dubuque County Arrests
Start with the official P2C Recent Arrests display for the rolling arrest feed.

The official P2C Arrests page makes its depth visible. It promises no fixed retention period for older entries.
Search the Dubuque Jail Roster
The P2C Jail Inmates page is the roster route. It answers a present-custody question. Release, transfer, source restrictions, expungement, or ordinary roll-off can remove a result. It shows only what was displayed when checked. The roster has no fixed field list. Do not assume a booking number, bond, release date, housing unit, or photo will appear. If no image shows, say the roster view listed no photo, not that no booking photo exists.
| Search item | Use | Do not infer |
|---|---|---|
| Name | Use reliable spelling | A similar name is not a confirmed match |
| Custody entry | Note source and time | It is not a court disposition |
| Charge or agency | Copy source wording | A charge is not a conviction |
| Photo | Record shown, not shown, or not checked | Absence does not disprove booking |
Open Jail Inmates, search carefully, read only the live fields, and note the checked time. If absent, check Recent Arrests and the bulletin. For status after a known arrest, try VINELink Inmate Check or call the jail. The official roster search screen marks the starting point.

Results can change as people are released, transferred, or restricted from public display.
Booked Versus Released in Dubuque
Booking is jail intake after an arrest. Release comes later. It may follow bond, a court order, transfer, or another lawful basis. An arrest card can stay visible after release. A roster entry can vanish. Check Daily Bulletin for a chosen date, Recent Arrests for the rolling display, Jail Inmates for current status, and IowaVINE for eligible custody alerts.
Why might a new arrest be missing? P2C says its information is not real time. Call completion, internal review, privacy restrictions, and module differences all affect what appears. No hourly, weekend, or holiday update schedule is published, so live results deserve a fresh check.
The sheriff's office lists no booking app. P2C still works on mobile. The city's MyDBQ app takes crime tips during its stated monitoring period, but it is not a roster or inmate-status tool. Police news subscriptions and official social posts cover selected events rather than every booking.
Where Dubuque Arrests Get Published
Official sources come first. P2C supplies booking and event access, while City Police News carries selected notices rather than every booking. Local reports add context. Secondary indexes serve as leads only, since their dates, corrections, and archive depth vary.
| Channel | Photo policy | Status |
|---|---|---|
| P2C modules | Images in some views | Official shared system |
| City Police News | Sometimes agency images | Official selected notices |
| Local news | Varies | Independent reporting |
| RecentlyBooked, Arrests.org, BustedNewspaper, Mugshots.zone, ScanDBQ | Often, with uneven provenance | Unofficial; verify at P2C and court |
Archive quality varies sharply. RecentlyBooked describes a 30-day county view with multiple refreshes, while Arrests.org exposes dated paths and BustedNewspaper shows booking times with a warning that data changes fast. Mugshots.zone holds irregular older entries. None is a government source, though the ScanDBQ arrest interface offers one more local unofficial channel.

Its entries still require confirmation through P2C, the agency, or the court.
Dubuque County Arrests by City
City of arrest, agency, booking facility, and current custody are separate facts.
- Dubuque Recent Arrests: city police and sheriff share the DLEC and P2C ecosystem.
- Asbury Recent Arrests: police use county centralized dispatch, and no separate city feed was found.
- Dyersville Recent Arrests: the city has police but no standalone feed; part of Dyersville lies outside Dubuque County.
The list is geographic, so small towns stay on the county-wide path.
Read a Dubuque Arrest Record
A booking record is the intake-side account of custody. P2C's two views show different slices. Keep the source wording, identifiers, agency, and checked date, and never merge people because a name, age, or photo looks similar.
- Booking
- Jail intake following arrest.
- Bond
- A court-set release condition.
- Disposition
- The court’s resolution of a charge.
- Detainer
- A legal basis for another authority to hold or take custody.
- Expungement
- A court process for qualifying records.
Useful fields include the displayed name, dates when supplied, booking or case number, agency, facility, charges as booked, bond, descriptors, photo status, and source URL. Court disposition lives in a separate system. The Recent Arrests card shows name, race, sex, age, height, weight, and offense or citation, with an image where available. It omits booking time. It also omits bond, court date, and disposition. Never add conviction details, victim identity, or medical facts. Restricted juvenile data, protected addresses, and social claims stay out too.
Dubuque Arrest Photos and Mugshots
A mugshot is simply the booking photograph taken when someone is arrested in Dubuque County. Not every arrest card shows one. P2C displays images on some cards and bulletin details, while others stay blank. The county makes no promise that every person booked into jail has a public photo. Sometimes the module skips it. Sometimes the image rolled off the source. Legal limits can also block a photo.
Dubuque County hosts no booking-photo gallery. Each image stays where it was posted, with its original context. The Iowa DOC can confirm state custody or supervision, but it publishes no photo field. The BOP locator shows federal inmates without booking pictures. Private mugshot sites, meanwhile, often run stale images detached from the actual record.
Does no photo mean no arrest? No. Report only “photo shown,” “no photo shown,” or “not checked.” An absent image says nothing about whether the arrest happened.
Request Dubuque County Arrest Records
Dubuque County's Public Records Request page is the main Chapter 22 route. You can ask in person, in writing, by phone, or online. A written request is the preferred form. Ask for an existing record or image. Chapter 22 never forces an office to build a new database or do research for you.
- Identify the person and approximate arrest or booking date. Add a case or event number if known.
- Name the arresting agency and item sought, such as an existing booking record, log entry, or photograph.
- State whether inspection or a copy is wanted. Ask the Records Division to route it if needed.
- Request a written fee estimate and an explanation for any withheld part.
- Keep the response with later corrections or court orders.
The Records Division sits at 855 Central Avenue, Dubuque, IA 52001, and takes calls at 563-589-4443. Hours run Monday through Thursday, 8:00 a.m. to 4:30 p.m., with Friday hours ending at 2:00 p.m. The DLEC sits at 770 Iowa Street. Police, sheriff, communications, and jail functions share the building. The official Records Division source documents that shared city and sheriff contact. One office will not hold every file.

Routing a request to the right office does not guarantee release of a protected record or photograph.
Dubuque Fees and Bond Scams
County policy allows actual copy costs, staff or outside-review costs, estimates, and prepayment. Posted materials show different color-copy amounts in different places. So skip any hard-coded figure. Ask for a current written estimate instead. No fixed turnaround is promised, because staff may need to locate and review material.
The county also warns about bond scams. Real government callers never demand bond money through gift cards, cryptocurrency, or similar methods. Local reporting attributed to the Sheriff's Office says official bond payments happen in person. Confirm instructions with the jail or court using contact details you gathered independently. Odd payment demands prove nothing.
Iowa Arrest Records and Removal
Iowa Chapter 22 generally lets the public examine and copy records, subject to exemptions. Looking at a record while it stays with its custodian is generally free. Juvenile, medical, protected, sealed, and investigative material can be restricted. Public does not mean complete, permanently online, or free of lawful limits.
Iowa Code Chapter 692 governs criminal-history data. Section 692.16 requires review of certain arrests at least four years old when no disposition is recorded. Exceptions apply for warrants or detainers. Section 692.17 covers qualifying acquittals, dismissals, and some juvenile data. Those state-repository rules do not erase every P2C image or private copy.
Expungement is a court process. The Iowa Judicial Branch forms include routes for qualifying acquittal or dismissal records. Certain misdemeanors qualify too. Eligibility turns on law and facts. After an official source is corrected or removed, an outdated search result may be reported to the search engine. Reporting it does not alter the original record.
For a stale private page, fix the agency or court source first. Then give the publisher the exact URL and the supporting order or correction. Dubuque County has no universal removal form. No free local opt-out is shared by all publishers. A private removal control carries no force of a court order.
Older Dubuque Arrest Records
P2C publishes no fixed retention schedule. Daily Bulletin offers date selection, but one day's card count is not an archive promise, and old dates or images are not guaranteed forever. Preserving a record after a request is not the same as keeping a web entry online.
Dyersville keeps its arrest records permanently. That policy is not a statewide rule. It also promises no permanent web access. For an old file, name the agency, series, date range, type, and case number. Ask whether it stayed with the department, moved off-site, transferred, or sits under an exemption.
The State Archives records-management source explains archive routes. No searchable archive of Dubuque's modern booking images exists. Start with the custodian that created the record.
Wanted Is Not Arrested
The official county Most Wanted page points to the regional Tri-States partnership. It is a public-safety channel, not a recent-bookings feed. A listed warrant may have changed or been served. Only law enforcement can confirm validity.
County guidance sends missed-court-date questions to the Clerk of Court at 563-589-4418. New-charge warrants may be confidential. An attorney or the court offers a safe path. Never approach a wanted person, and never trust a static private page to decide a warrant is active. The official wanted page preserves the county warning and tip context.

Wanted images are not booking photos, and listed people are not current arrestees, so check the source live.
After a Dubuque County Arrest
An arrest in Dubuque County starts with booking. Iowa rules then call for an initial appearance within 24 hours unless no magistrate is available, and in no event later than 48. A separate preliminary-hearing rule can apply. That rule matters only in custody cases. Keep in mind that P2C is not real time. Following the case in court works best through Iowa Courts Online, which searches by name or case number. The disposition records how the court resolved the matter, whether by dismissal, amended charge, plea, trial result, or sentence. Some cases stay confidential. A name-only match can also pull up the wrong person, so confirm details before assuming anything. Picture the process as a chain. Arrest, booking and possible photo, roster or feed, initial appearance, then disposition. Each stage can change the public picture.
Dubuque Arrest Counts Need Context
The Dubuque Police annual report counts arrests differently than you might guess. Its 2025 measure includes both custodial arrests and cited-and-released cases. It leaves out simple-misdemeanor traffic violations. That is not a jail-booking count. It cannot estimate how many people sit on the Dubuque County roster on a given day. A P2C card count describes only the interface itself. Address history creates a second trap. Dubuque's 1857–1858 Old Jail is now a historic site. Current jail and law-enforcement services operate at the DLEC, 770 Iowa Street. Records work routes through 855 Central Avenue. That old address misroutes current booking inquiries.
Custody Beyond Dubuque Arrests
County custody is only part of the picture after a Dubuque arrest. The Iowa DOC search covers state institutions, parole, probation, and supervision. It is not the county roster. The state system lists no public photo field either. The BOP locator handles federal inmates from 1982 forward and may show name, register number, age, race, sex, release information, and location, though no booking photo. ICE's locator and DHS-VINE are separate federal systems. A 2025 report said the sheriff declined a 287(g) task-force agreement while still cooperating with federal requests. Policy is not a custody search, though. Federal requests and immigration custody remain possible. A missing P2C or BOP result never proves release, so verify with the system matching the custody type, the court, the holding agency, or counsel.
